This recommendation was, on 24th January, 1884, approved by Lord Derby, who requested that steps might be taken for giving it effect. Accordingly, Ordinance No. 6 of 1885 was passed by the Legislative Council, which provided indirectly for this object by empowering the Governor to extend the night pass system, by an order in Council, to other parts of the Colony than the City of Victoria. When however the question of framing the necessary order in Council came under consideration it was found that the extension of the Night Pass system to the districts would
